Effective November 1, 2011, apostilles issued by the California Secretary of State will have a new look. The California Secretary of State has adopted the trilingual model certificate of the apostille as developed by the Hague Conference on Private International Law. The changes to the California apostille were made to establish and maintain uniformity with the other states in the United States that issue apostilles. The Conclusions and Recommendations to change the apostille were adopted by the Special Commission on the Practical Operation of the Hague Apostille, Evidence and Service Conventions in 2003 and Conclusions and Recommendations of the Special Commission on the Practical Operation of the Hague Apostille, Service, Taking of Evidence and Access to Justice Conventions in 2009.
